Why is a full combat brigade made available to the anti-terror US Northern Command on Oct 1 within the US of A?

Seems the govt is getting ready for something big to happen. Terrorists? Maybe. Doubtful they'd need a 'brigade' to handle that. Internal strife? After some sort of 'martial law' and suspension of the constitution? More likely. To keep the sheep in line, disarmed and obedient.
