Why does my cat act this way?

my cat is very similar, but more social with the other cat I have. He was very unsocialized as I got him at 4 weeks old. Our other cat took a long time to warm up to us as she was always left in a small room with little to no attention. It may take some time for him to come around, after 3 years both cats now sleep with me every night. I would try and find some toys that would engage them both. A laser is a great idea as they wil both hunt it and both take turns playing.
